My skin is itching like crazy ?

My skin itches so bad . It's like on my neck , jaw line , shoulder blades and collar bone where it itches . I have scars on my shoulders from itching so much . And my jaw line is starting to get red bumps and it burns when I touch it . This is so random because this just started happening like 2 weeks ago ! It's really annoying ! What is it and how do I make it stop !My skin is itching like crazy ?
I know this is totally useless but you might have bed bugs or something?!?
